Actually, action against copyright infringment has been taken 
for far less than something valued at $20.
For example, there are many websites out there put up by fans
of the Barbie doll.  These sites are just pure fan sites, with
images of the collectors' dolls and images scanned in from books.
Mattel, has taken it upon themselves to wipe out many of these 
sites even though they are non-profit.
Another example is the popular TV series the X-Files. The production
company is also trying to wipe out fan sites. They are prohibiting
the use of the theme song, sound clips and images of the show.
The there's Disney, who has a tenedency to freak out on the granest
of scales whenever their property is used in any which way,
including those humble websites.

Why do they do this?  Aren't they getting the best free publicity
that they can get?!  

My point being, if a production company that created the anime and the
cels wants to put a stop to your artwork, they will, no matter what the
value of your art is and how much money they need to spend to do it; most 
are quite wealthy and really don't care about the money they spend only
the money they bring in and who might steal from their profits.
Though I doubt you will have a problem with Japanese based companies, 
unless you go about painting Disney property like Miyazaki stuff...
